Central Crisis Group

Constitution :

In accordance with the provisions of Rule 3(2) of Chemical Accidents (EPPR) Rules 1996, the Central Government is to constitute a Central Crisis Group (CCG) for management of chemical accidents and set up a Central Crisis Alert System. The CCG is to meet at least once in six months and follow such procedure for transaction of business as it deems fit.

Composition :

As per Schedule 5 of the aforesaid Rules, the CCG would comprise the following :

(Chemical & Pharmaceuticals)
5. Director General, Civil Defence "
6. Fire Advisor, Directorate General Civil Defence "
7. Chief Controller of Explosive "
8. Joint Secreiary, (Deptt. of Industries) "
9. Director General, Indian Council of Medical Research "
10. Joint Secretary (Health) "
11. Chairman, Central Pollution Control Board "
12. Director General, Indian Council of Agriculture Research "
13. Director General, Council of scientific & Industrial Research "
14. 4 Experts (Industrial Safety and Health) "
15. Joint Secretary (Fertilizers) "
16. Director General (Telecom) "
17. 2 Representatives of Industries to be nominated by the Central Govt. "
18. Joint Secretary (Surface Transport) "
19. General Manager (Rail safety) "
20. Adviser, Centre for environment and Explosive safety "
21. One Representative of Indian Chemical Manufacturers Association to be nominated by the Central Govt. "

Functions :

.The Central Crisis Group shall be the apex body to deal with major chemical accidents and to provide expert guidance for handling major chemical accidents.

2.Without prejudice to the functions specified under sub-rule (I), The Central Crisis Group Shall:-

i. Continuously monitor the post accident situation arising out of a major chemical accident and suggest measures for prevention and to check recurrence of such accidents;

ii. Conduct post accident analysis of such major chemical accidents and evaluate responses;

iii. Review district off-site emergency plans with a view to examine its adequacy in accordance with the Manufacture, Storage and Import of Hazardous Chemicals Rules and suggest measures to reduce risks in the industrial pockets;

iv. Review the progress reports submitted by the State Crisis Groups;

v.  Respond to queries addressed to it by the State Crisis Groups and the District Crisis Groups;

vi.  Publish a State-wise list of experts and officials who are concerned with the handling of chemical accidents;

vii. Render, in the event of a chemical accident in a State, all financial and infrastructural help as may be necessary.
